(2) Update the NTV section and references in this regulation as needed to coincide with updates to other Army in Europe regulations. (3) Supervise the operation of driver testing stations (DTSs) according to AR 600-55, chapter 5; AR 611-5, chapter 3; and this regulation. (4) Supervise training, testing, and licensing of NTVs. (5) Update the NTV section and references in this regulation as needed. The OPM will— (1) Establish policy and procedures for issuing U.S.

The Combined Arms Training Center (CATC) will— (1) Provide training for battalion and higher master drivers that will provide instruction, references, sample programs, lessons, and links to related material. (2) Create and update as required a link to this training through the Seventh United States Army Joint Multinational Training Command (JMTC) website (). USAREUR commanders will— (1) Establish effective training programs for operating tactical vehicles. (2) Ensure assigned operators are properly trained and licensed according to this regulation.

(3) Send records of driver training to U.S. Army garrisons on request.

United States Army garrison commanders will— (1) Establish, maintain, and supervise DTSs according to AR 600-55, chapter 5; AR 611-5, chapter 3; this regulation, and IMCOM-Europe guidance. (2) Ensure NTV operators are properly trained and licensed according to this regulation.

(3) Establish administrative processes to ensure that a copy of DA Form 348 for each Soldier, DOD civilian, contractor, and local national (LN) employee who is authorized to drive Army NTVs is maintained at the unit or garrison level. All personnel (Soldiers; DOD civilian, contract, and local national (LN) employees; and personnel on temporary duty) will meet the training, testing, and licensing requirements in paragraphs for operating tactical vehicles in the European region. Commanders or their authorized representatives will ensure that tactical vehicle operators complete the following training as appropriate: Master Driver Training Course. All battalion or equivalent master drivers will complete the CATC Master Driver Training Course. (a) The objective of the course is to provide battalion commanders with a fully trained and certified battalion master driver who can establish, train, maintain, and oversee a unit driver’s training program in accordance with AR 350-1, AR 385-55, AR 600-55,,, and. (b) The course is intended to be a 40-hour block of online instruction.

The course will— 1. Define duties and responsibilities of the master driver. Provide tools for master drivers to develop driver training programs. Educate students on convoy operations, accident avoidance, recovery, environmental considerations, seasonal requirements, and administrative requirements. Certify master drivers.

(c) The course is intended for both noncommissioned and warrant officers. (d) The course is available online and may be accessed through the JMTC homepage ().

(2) Army in Europe drivers training program of instruction (POI) (). (a) Phase I, classroom instruction. Examples of classroom instruction for the following types of vehicles may be found in the training circulars (TCs) listed after each entry: 1. 5-ton truck: TC 21-305-3. Equipment transporters: TC 21-305-5. Family of medium-tactical vehicles (FMTV): TC 21-305-11.

Heavy equipment transporter (HET): TC 21-305-9. Heavy expanded mobility tactical truck (HEMTT): TC 21-305-1. High mobility multipurpose wheeled vehicle (HMMWV): TC 21-305-4 (Television Video Tape (TVT) 9-331) is a training video about the special handling characteristics of an up-armored HMMWV. This tape is also applicable to the operation of standard HMMWVs with add-on Armor.

The tape may be ordered from the United States Army Training Support Activity, Europe (TSAE), or the Defense Automated Visual Information System (DAVIS)). Light vehicles: TC 21-305-7.

Medium vehicles: TC 21-305-8. Palletized load system (PLS): TC 21-305-10. Tractor and semitractor trailer: TC 21-305-6. (b) Phase II, hands-on training. Classroom and hands-on instructors will be in the grade of sergeant or above, be appointed in writing, and have at least 1 year of driving experience in the European region.

Hands-on instructors must be licensed to operate the specific vehicle for which they are providing instruction. Classroom instructors must be experienced drivers of at least one type of vehicle. (3) Night vision devices (NVDs).

When necessary, the following training for driving with NVDs must be completed and documented according to AR 600-55, chapter 8: (a) Classroom instruction, including a written test. Examples of classroom instruction and a written test may be found in TC 21-305-2. (b) Hands-on training. If hands-on training is not conducted as part of other unit training, examples may be found in TC 21-305-2. (c) Refresher training should be conducted every 6 months after the initial training. (4) Sustainment training.

Sustainment training will be conducted and documented annually according to AR 600-55, paragraph 4-4. (5) Remedial training. Remedial training will be conducted by garrison DTSs. This training is mandatory for operators who have an at-fault accident or accumulate six points on their U.S. Forces certificate of license (AR 600-55, para 4-5). (6) Specialized training. (a) Operators of emergency vehicles (for example, police vehicles, ambulances, firetrucks, crash and rescue vehicles) must be trained according to AR 600-55, paragraph 4-8.

Garrison DTSs are responsible for providing this training. Units may develop their own training program based on their own POI or the POI from the garrison DTS; however, the unit training program must be validated annually by the DTS. (b) Operators of up-armored HMMWVs must be trained with TC 21-305-4 and TVT 9-331, which provide information about the unique handling characteristics of the up-armored HMMWV. This information is also applicable to standard HMMWVs with Add-on Armor. The videotape (TVT 9-331) may be ordered from the TSAE or DAVIS. (7) Winter-driving training.

Training on winter driving will be conducted by the unit and documented annually before 31 October. A sample class may be found in FM 21-305; TC 21-305, chapter 4; and. (8) Hazardous material (HAZMAT) vehicles. Operators of vehicles carrying HAZMAT must meet the requirements prescribed by AR 600-55, paragraph 4-9;; and. NOTE: Minimum academic and hands-on training requirements for tactical vehicle operators are provided in AR 600-55, appendix E, and this regulation,.

Minimum Testing Requirements. Commanders or their authorized representative will ensure that the following requirements are met for tactical vehicle operators: (1) Records Review (AR 600-55, para 3-1). (2) Interview (AR 600-55, para 3-2). (3) Physical Evaluation (AR 600-55, para 3-3 and app D).

Vehicle operators must successfully complete a 2-hour orientation and a 100-question written test, which are included in the Army in Europe drivers training POI, phase II-module O. A sample of a general written test may be found in AR 600-55, paragraph 4-3c. Examples of written tests for the following types of vehicles may be found in the TCs listed: (a) 5-ton truck: TC 21-305-3, chapter 7. (b) Equipment transporters: TC 21-305-5, chapter 6, section II. (c) FMTV: TC 21-305-11, chapter 7.

(d) HEMTT: TC 21-305-1, chapter 6. (e) HET: TC 21-305-9, chapter 7. (f) HMMWV: TC 21-305-4, chapter 8. (g) Light vehicles: TC 21-305-7, chapter 7. (h) Medium vehicles: TC 21-305-8, chapter 6. (i) PLS: TC 21-305-10, chapter 7. (j) Tractor and semitractor-trailer: TC 21-305-6, chapter 5, section II, and 6, section II.

(k) Tracked vehicles: TC 21-306, appendix A, provides a list of training-support packages for tracked vehicles with a sample test for each vehicle. (5) Road test. This test is conducted according to AR 600-55, appendix G, after the operator has met the Army in Europe driver’s draining POI requirements and a valid DA Form 5984-E (or OF 346) has been issued. After completion of onpost maneuvers, commanders may issue an “ARMY LIMITED” driver’s license to a driver if offpost maneuvers are required (AR 600-55, app G). The ARMY LIMITED driver’s license allows the driver to drive offpost if accompanied by a qualified instructor. An “ARMY STANDARD” driver’s license is issued after the driver demonstrates proficiency in all required tasks.

(6) Annual check ride. Policy for the annual check ride is in AR 600-55, paragraph 4-4b. The driver performing the check ride will be— (a) The first supervisor in the rank of sergeant or above. (b) Licensed for the vehicle in which he or she is conducting the annual check ride. (c) Have at least 1 year of driving experience in the European region.

Licensing operators of tactical vehicles will be conducted according to AR 600-55, chapter 6. Before receiving an operator’s license for a tactical vehicle in the European region, the operator must pass a DTS POI that applies to the country in which the operator is stationed. For operational areas without an established DTS POI (for example, Bosnia, Afghanistan, Iraq, etc.), the commander’s mission and risk analysis will determine the appropriate level of training for Soldiers, civilians, contract, and LN employees. As a minimum, non-USAREUR personnel will complete a DTS POI from a country in the European region for which the rules and conditions are similar to the operational area. The requirements in AR 600-55 and this section apply to all personnel (Soldiers; DOD civilian, contract, LN employees; and personnel on temporary duty) operating U.S. Government owned or controlled NTVs. Soldiers, DOD civilian employees, and family members authorized to operate NTVs must possess a valid country drivers license () and must pass the written test as defined in paragraphs and before they may receive DA Form 5984-E (or OF 346) to operate an NTV in the European region.

NOTE: A DTS will conduct a prompt inquiry of the Department of Transportation National Drivers Register if there is reasonable doubt regarding the authenticity or validity of a country license (AR 600-55, para 3-4). Soldiers and DOD civilian employees operating outside Belgium, Germany, Italy, or the Netherlands will comply with licensing requirements in. Contract employees will— (1) Meet host-nation requirements and possess a valid civilian or commercial drivers license for the class of vehicle they will operate (AR 600-55, para 2-5). (2) Provide a memorandum from the contracting officer or designated representative with the following information: (a) Employee’s full name. (b) Company name and address. (c) Contract number and expiration date. (d) A statement that the U.S.

Government is required to provide Government-owned vehicles to the contractor named on the contract. LN employees will— (1) Possess a host-nation license for the class of vehicle they will operate (AR 600-55, para 2-7). (2) Notify their immediate supervisor within 72 hours if they lose their driving privileges. (3) LN employees do not need a civilian driver’s license to receive DA Form 5984-E (or OF 346) if their only job is operating materials handling equipment (MHE). Additionally, LN mechanics do not need DA Form 5984-E (or OF 346) to move vehicles in the motor pool area only. The DA Form 5984-E (or OF 346) must be overstamped with “Not Valid on Public Roads and Highways” and the employee must— (a) Be employed as an MHE operator or mechanic.

(b) For MHE only, pass an operator’s test for the type of equipment the employee will operate (AR 600-55, chap 7). (c) Pass the physical evaluation measures prescribed in AR 600-55, appendix D. Family members will— (1) Be authorized by the commander to operate NTVs while supporting the Family Advocacy Program (AR 58-1, para 2-3g) or Family Readiness Groups under.

(2) Have a memorandum signed by the commander or authorized representative indicating that the family member has passed the initial-records review and interview process. (3) Follow policy in this regulation and. Soldiers and DOD civilian employees operating vehicles designed to carry 12 passengers or more () will— (1) Be at least 21 years old. (2) Have at least 3 years of driving experience.

Required Training. Before issuing a DA Form 5984-E (or OF 346), U.S. Army garrison commanders will ensure that Soldiers, DOD civilian employees, and family members authorized to operate NTVs meet the following requirements: (1) Academic training. Operators must attend and complete a POI for NTV operators unless portions of the training are waived by the garrison commander according to AR 600-55, paragraph 4-1c. The POI in appendix E of AR 600-55, and of this regulation provide the basic training requirements for NTV operators. Samples of classroom training may also be found in the following TCs developed by the United States Army Transportation School: (a) Light vehicles: TC 21-305-7. (b) Medium vehicles: TC 21-305-8.

(2) Hands-on training. (a) Classroom and hands-on instructors will be appointed in writing and have at least 1 year of driving experience in the European region. Hands-on instructors must be licensed to operate the specific vehicle for which they are providing instruction. (b) Operators must complete a hands-on training POI for NTV operators unless portions of the training are waived by the garrison commander (AR 600-55, para 4-1c). With minimum modifications to AR 600-55, appendix E, and this regulation,, hands-on training and road-testing requirements for NTV operators may be established. NOTE: Operators will not take part in hands-on vehicle or equipment training without a valid DA Form 5984-E (or OF 346), Learners Permit, (AR 600-55, para 4-3).

(3) Accident-avoidance training. Accident-reporting and accident-prevention training will be conducted as part of the academic training POI prescribed in AR 600-55, appendix E, and this regulation,, Phase I, and incorporated into command safety programs. (4) Sustainment training. Sustainment training will be conducted and documented annually (AR 600-55, para 4-4). (5) Remedial training. Remedial training will be conducted by garrison DTSs. This training is mandatory for operators who have an at-fault accident (AR 600-55, para 4-5) or accumulate 6 points on their U.S.

Forces certificate of license. Winter-driving training. Training on winter driving will be conducted by the unit and documented annually before 31 October. A sample class may be found in FM 21-305; TC 21-305, chapter 4, and. (7) Emergency vehicles.

Operators of emergency vehicles (for example, police vehicles, ambulances, fire trucks, and crash and rescue vehicles) must be trained according to AR 600-55, paragraph 4-8. Garrison DTSs will provide this training.

Units may develop their own training programs based on their own POI or the POI from the garrison DTS; however, the unit training program must be validated annually by the DTS. (8) Hazardous material (HAZMAT) vehicles. Operators of vehicles carrying HAZMAT must meet the requirements prescribed by AR 600-55, paragraph 4-9;; and. Minimum Testing Requirements. Army garrison commanders will ensure that Soldiers, DOD civilian employees, family members, and LNs authorized to operate NTVs have completed or meet the following requirements, if applicable, to operate an NTV: (1) Records review. The operator’s records must be reviewed according to AR 600-55, paragraph 3-1, and a favorable recommendation to the DTS must be made by the commander or authorized representative. (2) Interview.

The operator must be interviewed according to AR 600-55, paragraph 3-2, and a favorable recommendation must be made to the DTS by the commander or authorized representative. (3) Physical evaluation. The operator must meet the physical requirements prescribed by AR 600-55, paragraph 3-3 and appendix D. Europe-specific POI. The operator must attend a 2-hour orientation and pass a 100-question written examination on driving in Europe conducted by the DTS (). (5) Road test. The operator must pass a road test (AR 600-55, app G) conducted by the DTS, unless the test is waived by the garrison commander according to the provisions in AR 600-55, paragraph 4-1c.

(6) Annual check ride. The operator must complete an annual check ride according to AR 600-55, paragraph 4-4b. The driver performing the check ride will be— (a) The first supervisor in the grade of sergeant or above.

(b) Licensed for the type of vehicle the annual check ride is conducted in. (c) Have at least 1 year of driving experience in the European region. Licensing procedures for Soldiers, DOD civilian employees, and family members (when authorized to operate an NTV in the central European region) will be according to AR 600-55, chapter 6, and will— (1) Be trained, tested, and pass the DTS POI for the country in which stationed. (a) Non-USAREUR personnel assigned outside the central European region will complete the DTS POI for Germany or another country in the European region, other than the United Kingdom, with similar rules and conditions. (b) For operational environments where an established DTS POI does not exist (for example, outside the central European region) the commander’s mission and risk analysis will determine the appropriate level of training for Soldiers and DOD civilian, contract, and LN employees. (2) Possess a valid country driver’s license or host-nation driver’s license.

(3) Be issued a DA Form 5984-E (or OF 346) and DA Form 348 by a U.S. Army garrison-approved DTS. (4) Meet the requirements prescribed in AR 600-55, paragraph 4-9,, and if operating a HAZMAT vehicle. A DA Form 5984-E (or OF 346) renewal for NTV operators may be requested no earlier than 90 days before the expiration date of the original DA Form 5984-E (or OF 346). Point assessments, suspensions, and revocations for NTV and privately owned vehicle (POV) operators will be as specified in. Any documented accidents or traffic points assessed must be recorded on the operator’s DA Form 348. Commanders will suspend a DA Form 5984-E (or OF 346) when a driver exceeds the posted speed limit for an NTV (), fails to wear a seatbelt, or fails to require passenger to wear a seatbelt.

Garrison commanders with license-issuing authority will revoke or suspend the NTV driver’s license or permit if an individual’s country license, or U.S. Forces certificate of license is revoked or suspended. Requests for foreign or local nationals and military personnel of Allied armies will be forwarded through operational channels for a legal review to determine consistency with applicable host-nation laws, international agreements, and AR 600-55, paragraph 2-7. Army garrisons in Belgium, the Netherlands, and other locations outside of Germany will use locally developed written tests based on host-nation requirements and tests if rules of the road in their area of responsibility are substantially different from those in Germany. Administer the vehicle driver’s performance test for the equipment and type of NTV that the person being tested will use. When required, road tests on manual-transmission NTVs will be given before issuing DA Form 5984-E (or OF 346). Issue DA Form 5984-E (or OF 346) to personnel who meet the prerequisites in this regulation, attend the 2-hour orientation program, pass the written test, and the vehicle driver’s performance test if required. The DA Form 348 must specify training and test results, including the version of the Army in Europe written test given, and the number of correct answers.

The DTS will— (1) Overstamp the form with “Failed AE Pamphlet 190-34-1, -2, -3, or -4” as appropriate for personnel who fail the written test so the unit or organization is aware of the individual’s need for additional training. (2) Retest personnel who have failed the written test.
